Docket Nos. 50-361 and 50-362 Proposed Change NPF-10/15-411 Cross-Connection of Containment Spray Pumps to the Shutdown Cooling System San Onofre Nuclear Generating Station Units 2 and 3 Enclosed is Amendment Application No.125 to Facility Operating License NPF-10 for Unit 2 and Amendment Application No. 109 NPF-15 for Unit 3 of the San Onofre Nuclear Generating Station (SONGS). This application consists of-Pro)osed Change Number NPF-10/15-411 (PCN-411).

The proposed change revises Tec1nical Specification (TS) 3/4.4.1.4.1, " Cold Shutdown - Loops Filled," TS 3/4.4.1.4.E " Cold Shutdown - Loops Not filled," TS 3/4.9.8.1, " Shutdown Cooling and Coolant Circulation High Water Level," TS'3/4.9.8.2, " Shutdown Cooling and Coolant Circulation-Low Water Level," and their-associated Bases.

This will allow the use of Containment Spray (CS) pumps in place of Low Pressure Safety Injection (LPSI) pumps to perform Shutdown Cooling.(SOC).

This proposed change will allow the component cooling water cross tie isolation valves to be maintained without a full core offload. Additionally, the proposed change will provide flexibility to perform maintenance on LPSI pumps and the Spent Fuel Pool (SFP) cooling system.

Plant modifications will also be implemented to allow use of the SDC system, using either CS pumps or LPSI pumps, for SFP cooling in Modes 5 and 6 of operation.

This change has no effect on TSs, because the SFP cooling system is not governed by current ~TSs but rather by Administrative Controls.

This PCN does request a change to the UFSAR wording approved by Amendments 94 and 84 to the Units 2 and 3-operating licenses. This change will remove the-requirement for a full core offload when the SDC system is being used for SFP C00 ling.

In addition to the added benefit of having two additional safety related pumps capable of providing SOC flow in Modes 5 and 6, use of this plant modification will save approximately 5 outage days during the next refueling outage.

Approval of this PCN-411 is requested to support the Unit 2 Cycle 7 refueling outage, which is scheduled to begin in June of-1993. SCE would like to schedule a meeting to discuss this PCN with the NRC in late January or early February, so that any questions can be addressed and resolved expeditiously.
