-~ Item 10 - Management Information DOE-Mason NRC-Beckwith This area concerns DOE-NRC coordination of various new systems, preferably before they are implemented.

NRC requested additional ~ monthly information on actual-costs against NRC projects.

Cast data reporting which acproximates the seven categories of the NRC. Form 189 has been agreed upon by DOE.

Status:

Laboratories are starting to report, as they revise their computer systems.

This item should continue to be monitored until full compliance is obtained.

Item 42 --Nuclear. Safety, Research, Development, DOE-Millunzi and Demonstration Act of 1980 NRC-Tomlin

-This act requires DOE to study the need for a national Jreactor simulator and an academy to train operators, as well as to identify additional areas for nuclear safety research.

A standardized procedure for DOE to use to report this data in the monthly letter status reports has been coordinated within

-NRC and sent to DOE for comment and implementation.

Action:

DOE labs are informally in the process of implementing this change.

Some.

changes to computer systems are needed to allow timely reporting at some laboratories. DOE (MA) should notify.

NRC and the DOE field offices of the results of their review of the procedure.

Item 52 - Reporting of Small Business Contracts DOE-Shepard NRC-Kerr NRC has contacted the DOE SDBU office for a breakout

?of small/ disadvantaged contract percentages attributable to NRC tasks.

Status:

DOE and NRC have now agreed upon a procedure to obtain the data directly from the Operations offices.

Action:

Monitor Reporting to see if the Operation's Offices comply. Data should be available from by the field by July 25, 1983.

t Item 53 - Changes to 10 CFR Part 20 00E-Deal (Vallario)

NRC-Tomlin Status:

NRC has proposed changes to 10 CFR Part 20.

DOE stated that these changes will severely impact DOE programs. ' Meetings will be held, if necessary, to reconcile any remaining differences.

EPA is soliciting guidance to set worker exposure standards.

NRC is recommending a 50 year dose commitment extrapolated from the current exposure rate.

DOE has recommended.

-against using the dose commitment approach for the reasons stated at the ACRS-NRC-DOE Committee hearings of November,1982.

Action:

The EPA and it's interagency committee are considering this problem and plan issuance of draft Federal guidance for agency comment.

Foreign Nationals:

00E-Gavigan NRC-Tomlin It was agreed to jointly reexamine the (Faulkner) policies on assignment, use, clearance, and access to information when foreign.

nationals are used on NRC work at the labs.

Status: NRC (RES) is working on a letter requesting the operations offices not use foreign nationals on NRC projects without prior NRC approval.

Action:

A uniform procedure will be established.

Action Item No. 54 assigned.

Cooperative Agreements; DOE-Witmer (Izell)

NRC and DOE have met and drafted a procedure NRC-Savolainen on the release of information on cooperative (Shomaker) programs.

Status:

The draft procedure is under review by DOE.

Action:

Obtain agreement.

Advise laboratories of the procedure. This is a time-sensitive item.

Action Item No. 55 assigned.

NRC Use of CPCI:

DOE-Dowd NRC-Cooper (Brady)

On May 5, 1983, NRC requested DOE to allow the Division of~ Security to process clearances via the DOE system.

Status:

DOE has responded and a revised inter-agency agreement is being drafted.

Action:

Finalize the interagency agreement.

Action Item No. 56 assigned.

d..NRC Use of the National Energy Software DOE-Buffum at Argonne:

NRC-Bassett To facilate release of ADP information on NRC program codes, it was suggested NRC use the Argonne Center.

DOE agrees.

Status:

NRC is now providing the data to the center.and referring _(outside) requests for information to that source.

Action:

No 'further action needed. Item closed, e.

Changes to 10 CFR 140 DOE-Vallario NRC-Saltzman Changes to. the criteria for classification of extraordinary nuclear occurrences is being proposed by NRC.

DOE has expressed their concerns in writing.

DOE has concerns that this may change

.their rules as well.

Action:

The pros and cons of both agencies positions weia discussed.

An NRC paper to the Commission has been withdrawn due to the-D0E concerns; and to insure consistent criteria are used by both agencies.

Joint meetings will be held prior to August 1,1983 to resolve this matter.
