v MINUTES 30th 00E-NRC COORDINATION MEETING March 9, 1983 Agency Lead Item 10 - Management-Information DOE-Mason (Redden)
~This area concerns DOE-NRC coordination of various NRC-Beckwith new systems, preferably before they are implemented.

Laborato'ry-Cost-Data NRC requested additional monthly informa-tion on actual costs agains.t NRC projects.
Cost data reporting which approximates the
~
seven categories of the NRC Form 189 has been agreed to by DOE.
Status:
Laboratories are starting to report, as they revise their computer systems.
NRC IE noted that proper B&R numbers must be used for regional FINS.
Item 16 - NRC and ACRS Review - Closed Item 42 - Nuclear Safety, Research, Development, DOE-Millunzi and Demonstration Act of 1980 NRC-Tomli n This act requires DOE to study the need for a national reactor simulator and an academy to train operators, as well as to identify additional areas for nuclear safety research.
Action:
A nuclear-research plan is being prepared _for submittal to Congress.
NRC is participating in the plan development.and is being-briefed on the results as they are developed..
This plan is now estimated to be completed by June or July 1983.

Review of Selected NRC Research Programs DOE has been requested by a Congressional Committee _to technically review selected NRC research programs for need and adeq ua cy.
Task groups have been formed to accomplish this function.

NRC staff briefings on selected research programs have been conducted.
Action:
NRC has requested that copies of task group reports be provided to them when completed.
Item 45 - High Level Nuclear Waste Disposal Act DOE-Hanrahan of 1982 NRC-Loosley (Browning)
This Act establishes requirements for the disposal of high ' level commercial nuclear waste.
Status:
A 00E Project Office has been set up which reports to the Secretary of Energy.

The Project Office will continue to function until a formal organization has been established.
Working groups are functioning.
NRC and DOE tasks are interspersed throughout the Act.
There-fore, close coordination is absolutely necessary on all aspects of the program.
The question of a formal interagency agreement was discussed.
It was agreed that this is not necessary at the present time.
Action:
Working level meetings are being held almost on a daily basis.
- However, general status briefings will be required at the management level to maintain coherency throughout the high level waste disposal program.
Item 49 - Shipment of Radioactive Material DOE-Garrison
-Prichard NRC-MacDonal d While NRC licenses commercial shipping casks, DOE is responsible for their own shipments of radioactive material.
Therefore, close coordination is required to maintain consistent Government policy and action.
A joint meeting was held on January 27 to discuss potential problem areas and brief NRC on DOE's draft
" Guidelines and Requirements for Hazardous daterials Packaging."
Status:
DOE suggested that only the following Safety Analysis Report Packaging (SARPs) documents be provided to NRC for review and comment:

Naval Reactors related SARPs, 2.
Those havi'ng potential for future use in licensed shipments, and 3.
Those of value for information exchange and technology. transfer.
NRC-stated that initial reviews of all SARPs previously sent to NRC have oben completed.
In the future, NRC suggested that SARPs should not be provided to.them unless review and comment is desired by D0E.
DOE stated that copies of revisions to each Certificate of Compliance will continue to be sent to NRC.
Action:
(1) Meetings to continue on a frequent schedul e.
(2)
DOE to provide a copy of DOE's Safety Analysis Report Packaging Guidelines as soon as it is avail-able.
Item 51 - License Fee Recovery DOE-Mason

NRC-Beckwith The rule requiring NRC to collect full fee recovery has been issued for comment..NRC requires identifica-tion of all licensing action costs on future DOE projects on a plant-by-plant, action-by-action basis.
Some -labs have been able to implement this requirement already.
Status:
NRC provided a standard format for reporting this data in the monthly letter status reports.
Action:
DOE labs,are in the process of imple-menting this change.
Some changes to computer systens are required to allow timely reporting.
Note:
The rule is not as yet final, but NRC must start collecting the information _in any case.
Item 52 - Reporting of Small Business Contracts DOE-Shepard NRC-Kerr NRC has contacted DOE SDBU offices for a breakout of small/ disadvantaged cont'ract percentages attributable to NRC tasks.

00E had agreed to provide the data as of January 31, 1983. However,' the information has not as yet been provided. Attempts to set up meetings between DOE and 14RC have not been successful to date.
Action:
DOE is to report percentages of small/
disadvantaged contracting on NRC work ASAP.
NRC suggested elevation of this problem if prompt resolution is not accomplished.
Item 53 - Changes to 10 CFR Part 20 DOE-Deal NRC-Tomli n Status:
NRC has proposed changes to 10 CFR Part 20.
DOE believes that these

changes will severely impact DOE programs.
A number of meetings have
-been held to reconcile differences.
Action:
Further discussion at future meetings between the various action offices is necessary.
A status briefing should be (jointly) prepared for the next Task Force meeting.
