SIGNIFICANT CONSTRUCTION DEFICIENC'I AIR BAFFLE WELD CRACKS - EDG HOPE CREEK GENERATING STATION On May 1, 1985, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. E. Kelly, advising of a potentially significant construction deficiency j concerning air baffle weld cracks on our Emergency Diesel

Generators. The following final report is provided in l accordance with 10CFR50.55 (e) .

1 Description of the Deficiency Public Service Quality Assurance personnel have inspected the welds on the Emergency Diesel Generator conical air baffles in accordance with Louis Allis 10CFR21 Reports dated March 29, and April 15, 1985. On three of the Emergency Diesel Generators, linear indications were fo ad on the vendor stitch welds securing the baffles to the generatcA shrouds. Startup Deficiency Reports (SDR's) KJ-0581, KJ-0597, KJ-0598 and KJ-0677 were issued to document and control the hardware.

Safety Analysis We have determined that under operating conditions, the linear indications found in the baffle welds could propagate and cause a section of the conical baffle to braak loose, fall into the rotating equipment and possibly disable the generator.

Dr. T. E. Murley 2 6/3/85 The Emergency Diesel Generators are safety related items of equipment and under Loss of Power (LOP) conditions, they provide power to class lE motor control centers and other safety related equipment required for safe shutdown of the plant. Therefore, we conclude that the subject deficiency could adversely affect safe shutdown of the plant and, consequently, is reportable in accordance with 10CFR50.55 (e) .

Corrective Action In accordance with the disposition to the SDR's, the conical air baffles on the four (4) Emergency Diesel Generators have been repaired utilizing a continuous fillet weld backed by a seal weld.

This activity was witnessed and documented by Bechtel Quality Control personnel.
