Dear Mr. Rode:
This refers to the routine unannounced inspection conducted by Mr. George M.
France, III of this office on November 16-20, 1992, of activities authorized by NRC Special Nuclear Material License No. SNM-33, and to the discussion of our findings with you and your staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during the inspection.
Within these areas, the inspection consisted of a selective examinat;on of procedures and representative recordt, observations, and interviews with personnel.
During this inspection, certain of your activities appeared to be in violation of NRC requirements. However, as described in the enclosed inspection report, the violations were categorized at Severity Level V and are not being cited because the criteria specified in Section VII.B.1 of the " General Statement of Policy and Procedures for NRC Enforcement Actions," (Enforcement Policy, 10 CFR Part 2, Appendix C (1992), were satisfied.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC Public Document Room.
