EFFECTIVE DATE FOR $123 HOURLY RATE 4

l This memorandum is to request that the effective date for the

$123 hourly rate be the beginning of a billing quarter (i.e.4th quarter-September 20, 1392) and, if possible, that this effective date be included in the final rule.

Our request is based on the following:

Splitting a billing cycle into two. parts for the two different hourly rates doubles the workload (entry of two sets of hours, sorting and reviewing and continuing two sets e

of supporting data records and logging the two sets of data records).

A good portion of this process is still a manual operation.

Completion of the automation of t.his procesr. is not anticipated until late 1992.

The following is the schedule for the next two quarters' bills:

Ouarterly Period Date Ditt March 22, 1992 - June 27, 1992 July 20, 1992 June 28, 1992

- September 19, 1992 October 19, 1992 The extra work involved in Item 1 will result in delayed billings for the third quarter listed above-since these bills will need to-be prepared during the peak workload resulting from the annual fee billings.
