Mr. I. R. Finfrock, Jr.

Vice President - Generation Jersey Central Power & Light Corapiny Madison Avenue at Punch Bowl Road Morristown, New Jersey 07950

Dear Mr. Finfrock:

RE: OYSTER CREEK NUCLEAR GEtGRAT:NG STATION By letter dated September 21, 1979, you requested relief from the increased surveillance and reporting requirements concerning control rod drives, in accordance with our letter dated May 20, 1970, from Mr. Peter A. Morris.

These additional requirerents were instituted because of concern over:

(1) reassembly and installation of the control rod drives, (E) operation at reduced accumulator pressu e, (3) the installation of 10 mil inner filters, and (4) the new venting ;:rocedure.

i Based on the eight years of ooeration at the Oyster Creek Statio" since implementation of the additio1a1 requirements, without an incident in-volving the above concerns, we agree that the additional surveillance or reporting is no longer warranted. Therefore, we concur with your con-clusion that the requirenents of our May 20, 1970 letter should be dis-continued.

The eliminatior. cf these surveillance and reporting require-ments does not apply to any uisting surveillance or reporting require-ments in your Technical Specifica: ions.

Sincerely, a,

Dennis L. Ziemann, ief Operating Reactors ranch #2 Division of Operating Reactors cc: See next page 80012 00 O ]
