THOMAS APplEGATE Received a telephone call from Theras W. Applegate (alleger regarding unsafe and illegal acts at the Zimmer Nuclear Pcwer Plant) on March 2,

'1981. Applegate stated he had been slandered by Keppler (James G. Keppler, Director, Region III, IE, ilRC) since Keppler had called his (Applegate's) attorney (Tho:as Devine) and falsely accused him of posing as an undercover investigator for NRC on two different occasions.

Applegate further stated that he had never posed as an flRC investigator and that unless Keppler stopped these false accusations he would be forced to take other action. He did not elaborate as to what other action he would take.

I thanked Applegate for the information and terminated the call.
