ACTION:

With the reactor subcritical for less than 150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br />, suspend all operations l involving movement of irradiated fuel in the reactor pressure vessel. The provisions of Specification 3.0.3 are not applicable.

SURVEILLANCE REQUIREMENTS 4.9.3 The reactor shall be determined to have been suberitical for at least 150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br /> by verification of the date and time of suberiticality prior to movement of irradiated fuel in the reactor pressure vessel.

DISCUSSION OF PROPOSED TECHNICAL SPECIFICATION CHANGES Technical Specifications currently require that there must be a minimum decay time of 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> prior to any movement of fuel. The design basis of the spent fuel pool coolers and water purification system as described in Section 9.1.3.1 of the UFSAR assumes a minimum decay time of 150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br />.

The minimum decay time of Technical Specification 3/4.9.3 must be increased so that plant operation will remain within the boundaries of the design basis. The proposed change will not introduce an unreviewed safety question as defined in 10 CFR 50.59 since no new potential accident types are introduced, the severity of accidents analyzed in the UFSAR is not increased, and there is no reduction in plant safety margins.

Applicable refueling procedures have been revised to reflect the 150 hour0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br /> decay time requirement.
