Gentlemen:

VIRGINIA POWER NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES Pursuant to 10 CFR 50.90, Virginia Power requests an amendment in the form of changes to the Technical Specifications for Operating License Nos.

NPF-4 and NPF-7, for North Anna Unit Nos.1 and 2.

The proposed Technical Specification changes are to revise the minimum decay _ time prior to fuel movement. Technical Specification 3/4 9.3 requires that there must be a minimum decay time of 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> prior to any fuel movement. UFSAR Section 9.1.3.1 assumes a minimum decay time of 150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br />. The proposed change is to revise Technical Specification 3/4 9.3 to have a minimum decay time of 150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br /> prior to fuel movement. This would keep the Technical Specifications within the boundaries of the UFSAR design basis.

The proposed Technical Specification changes for North Anna Unit No.1 are provided in Attachment 1. The proposed Technical Specification changes for North Anna Unit No. 2 are provided in Attachment 2. A discussion of the proposed Technical Specification changes is provided in Attachment 3.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not involve an unreviewed safety question as defined in 10 CFR 50.59.

It has been determined that these proposed changes does not pose a significant hazards consideration as defined in the Federal Register dated April 6, 1983. The basis for this determination is provided in example (11) which states, "A change that constitutes an additional limitation, restriction or control not presently included in the technical specifications: for example a more stringent surveillance requirement". The proposed changes do create an additional limitation by extending the decay time from 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> to 150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br /> prior to fuel movement.
