DPR-72 REQUEST NO.129, REVISION O ENGINEERED SAFETY FEATURES ACTUATION SYSTEM CORRECTIONS LICENSE DOCUMENT INVOLVED: Technical Specifications PORTION: 3.3.2.1 Engineered Safety Feature Actuation Instrumentation System DESCRIPTION OF REQUEST:

This submittal requests miscellaneous corrections concerning the Engineered Safety Features (ES) Specification. The corrections proposed in this submittal include:

1. De.ete item 5.d. (Table 4.3-2), " Manual Initiation (HPI Isolation)" from " Reactor Building Isolation".
2. Reverse the inequality sign for item 5.a.5. (Table 3.3-4)"RCS Pressure Low (HPI Isolation)" so that the setpoint must be greater than or equal to 1500 psig.
3. Delete the footnote from item 3.a. (Table 3.3-5) " Reactor Building Spray". -

Additionally, delete the footnote from the response time column heading.

REASON FOR REQUEST:

1. The diverse containment isolation function or "HPI Isolation" was added to the plant and the Techncial Specifications as part of the NUREG-0578 Short Term Corrective Actions. At that time, Florida Power Corporation mistakenly included the "ManualInitiation" functional group in the specification. A specific manual initiation circuit for diverse containment isolation does not exist, therefore, this functional group should be deleted from Specification 3.3.2.1.
2. The setpoint for "RCS Pressure Low (HPI Isolation)" should be consistent with the other "RCS Pressure Low" setpoint on the table. Item 5.a.5 has been corrected.
3. As currently written, the Reactor Building spray response time must be 56 seconds, including attainment of appropriate discharge pressures. Sectio 1 14.2.2.5.3 of the Crystal River FSAR specifies 56 seconds corresponds to the start of spray flow. Thus, the footnote implying full flow has been deleted.

EVALUATION OF REQUEST:

1. The inclusion of the manual function for diverse containment isolation was an error. This is an administrative change to correct the error and does not affect plant safety.
2. The correction of the inequality sign for "RCS Pressure Low (HPI Isolation)"is an administrative change.

l 3. Deletion of the footnote ceference for the Reactor Building spray response time corrects the Techncial Specification to be consistent with the FSAR.

This submittal' quests an amendment to Technical Specification 3.3.2.1, Engineered Safety Features (ES), to correct three errors. These corrections are: (1) Delete " Manual Initiation (HPI Isolation)" from " Reactor Building Isolation." This functional unit does not exist.

(2) Revise the inequality sign for "RCS Pressure Low (HPI Isolation)" to be greater than or equal to. (3) Delete the footnote from the response time for " Reactor Building Spray" and the " Response Time" column heading.
