APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90.of the regulations of the Nuclear Regulatory Commission,.the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
The changes proposed by this application are necessary for the forthcoming Reload 6/ Cycle 7 core reload.
The changes. involve deleting specifications associated with discharged fuel types and cycle specific safety analyses.
The proposed changes to the Technical Specifications comprise Attachment I to this application.
The Safety Evaluation for these changes is included in Attachment II.
Attachment III is a supporting General Electric Report, " Supplement Reloading Licensing
' Submittal for the James A. FitzPatrick Nuclear Power Plant Reload 6 " dated November 1984.
Attachment IV is an addendum to the General Electric Report,
" Loss-of-Coolant Accident Analysis Report for James A. FitzPatrick Nuclear Power Plant (Load Plant)",
NEDO-21662-2, July 1977, as amended.
