Thomas I.'Hawkins, being duly sworn, deposes and says:
1.
My present position is Emergency' Management Program
' Specialist for the Federal Emergency Management Agency.
Included among my responsibilities is the radiological emergency planning liaison function between FEMA Region IV and the States of North and South Carolina.
In this position, I am responsible for the review of radiological plans and preparedness for the State of North Carolina and the State of South Carolina and for the local governments'within those States.
I have held this position since December 1981.
I have been

I make this affidavit in response to Contention EPJ-1.

EPJ-l contends:
Insufficient consideration has been given in the off-site Emergency Plans to the effects of severe snow and ice conditions on evacua-tion times and/or capabilities to clear evacuation routes.
Section IV.E.8. of the State Plan (at 50) is deficient because the State does not have enough snow plovs in this area to effectively clear the roads of snow or ice in a reasonable amount of time.

FEMA staff response asserts that:
FEMA staff infers, from the ETE study, that severe snou and ice conditions are not sufficiently frequent in the area of the Harris Plant plume exposure pathway zone to warrant consideration beyond that which presumably was included in the ETE study.
Regarding Section IV.E.8. of the State Plan (page 50), FEMA staff has no first-hand knowledge of the number of snow plows available in or near the Harris 10-mile EPZ or the amount of time required to effectively clear the roads of snow or ice.
NUREG 0654, Appendix 4, (page 4-6) states:
" Adverse conditions would depend on the charac-teristics of a specific site and could include flooding, snow, ice, fog or rain.
The adverse weather frequency used in the analysis shall be identified and shall be severe enough to define the sensitivity of the analysis to the selected events."
. 4 FEMA staff response further asserts, after reviewing the affidavit of M. C. Adams of the North Carolina Department of Transportation
- on EPJ-1, that the State does, apparently, have enough snow plows in the Plant Harris area to effectively clear the roads of snow or ice in a reasonable amount of time.
