i l TU Electric hereby submits this supplement to clarify the referenced License Amendment Request (LAR) 94 020 in accordance with the telephone conversations between TU Electric and the NRC on May 10, 1996, and June 3, 1996. In addition, a typographical error was corrected on Insert B Page 1 l

of 2 of the referenced LAR.

The purpose of this supplement is to (1) remove the request to relocate the MSIV full closure time requirement to a nrogram administratively controlled by the Technical Specification (TS): and (2) revise the associated Bases to include additional information to clarify the expanded Bases specific to CPSES. These changes apply equally to CPSES Units 1 and l 2.

The Significant Hazards Consideration Determination, as previously ,/

described in Attachment 2 to the referenced letter, is still valid, even though the relocation of the MSIV stroke time requirement to the Technical D073 Requirements Manual need no longer be considered.

TU Electric has prepared the proposed change to be consistent with l 10CFR50.36a and requests that the proposed change be incorporated into the TS as described in the attachments of this submittal. Attachment 1 is an affidavit: and Attachment 2 provides the supplemental changes (clouded

areas) to clarify the proposed changes to the TS.
