Attached is our second interim report on the subject item which was deemed reportable per the provisions of 10CFR50.55(e) and 10CFR, Part 21 on June 30, 1983. CP&L is pursuing this matter, and it is currently projected that corrective action and submission of the final report will be accomplished by September 2,1985.

SUBJECT:

Shearon Harris Nuclear Power Plant Unit No. 1, 10CFR50.55(e) and 10CFR21 reportable deficiency in the Temperature Channel Test (NTC) card purchased under the NSSS contract with Westinghouse, Purchase Order NY-435002, Shop Order 320.

ITEM:

Westinghouse 7300 Process Protection System NTC Card Relay.

SUPPLIED BY:

Westinghouse Electric Corporation, Industry Systems Division, Pittsburgh, Pennsylvania.

NATURE OF DEFICIENCY:

During seismic testing of the Temperature Channel Test (NTC) card, contact bounce was experienced in the mercury relay utilized on this card.

DATE PROBLEM OCCURRED:

CP&L received notice of this problem in Westinghouse Letter CQL-7451 on June 23, 1983.

DATE PROBLEM REPORTED:

June.30, 1983, CP&L (N. J. Chiangi) notified the NRC (A. Hardin) that this item was reportable per the provisions of iOCFR50.55(e) and 10CFR21.

July 28, 1983, CP&L (R. M. Parsons) submitted an interim report to the NRC (James P. O'Reilly).

SCOPE OF PROBLEM:

The deficiency involves a total of 44 NTC relay cards for Unit 1.

SAFETY IMPLICATION:

Intermittent contact bounce of the NTC card may result in signal saturation of the downstream RTD

amplifier (NRA) card in the T hot and.T cold' circuits, of the Westinghouse 7300 process protection system.-

This could result.in a. delay in the initiation of the overtemperature

. Delta T and' overpower - Delta T reactor trips.

REASON DEFICIENCY IS REPORTABLE: This item is reportable because these reactor trip-l '

e CORRECTIVE ACTION:

Westinghouse will replace these NTC relay cards.

PREVENTIVE MEASURES:

Westinghouse will perform qualification testing of NTC cards to determine the appropriate relay that will have the necessary seismic performance.

FINAL REPORT:

To date, Westinghouse has not replaced the NTC relay cards; therefore, the final report cannot be issued.

It is currently projected that the final report will be~ issued by September 2, 1985.
