Catawba Nuclear Station, Unit 1, Docket No. 50-413 Supplement to Technical Specification Change Request CTAc M Mc6 / J By letter dated January 26, 1996, Duke Power Company requested a one time revision to Technical Specifications 3.6.1.1, 3.6.1.2,

3. 6.1. 8, and 3.6.1.9.

This change would allow operation of the Containment Purge Ventilation System during Modes 3 and 4 during startup from the steam generator replacement outage.

This change is necessary due to respiratory hazardous gases which will jeopardize personnel safety at that time.

In the discussion of the proposed Technical Specification change, Compensatory Actions to be taken prior to and during the time that the containment purge valves are not sealed closed in Modes 4 and 3 were identified.

Following discussions with the NRC Staff, an additional Compensatory Action will be taken to provide additional protection to the Control Room personnel in the unlikely event of significant Reactor Coolant System leakage and failure of a Containment Purge isolation valve.

Eye protection will be provided to Control Room personnel by Radiation Protection personnel if beta activity or noble gases are detected in the Control Room.
