BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - BONNET STUDS IMPROPERLY TORQUED ON DECAY HEAT REMOVAL VALVES - BLRD-50-438/82-04, BLRD-50-439/82 THIRD SUPPLE E NTAL' REPORT The subject deficiency was initially reported to NRC-0IE Inspector R. V. Crlenjak on December 22, 1981 in accordance with 10 CFR 50.55(e) *as NCR 1686. This was followed by our interim reports dated January 20, April 15, June 28, August 24, and November 1, 1982 and January 10, 1983, our final report dated April 13, 1983 and our supplemental reports dated December 22, 1983 and February 1, 1984. Below is our third supplemental report. We consider 10 CFR Part 21 applicable to this deficiency.

As discussed with NRC-0IE Inspector S. Weise on September 13, 1984, the date of September 15, 1984 for completion of corrective actions indicated in our final report on this matter would not be met. All bonnet studs have i

been torqued, but studs for one valve were inadvertratly overtorqued necescitating the procurement of additional material to redo the work. The corrective action on this matter will be completed by December 31, 1984.
