Clark In our response to IE Inspection 50-219/81-03 (reference 2), we committed to modify the Reactor Building Closed Cooling Water (RBCCW) system, the Service Water System (SW), and the Containment Spray System (CS) in order to comply with the inservice test requirements of 10 CPR 50.55 a (g)(4) and Section XI of the ASME B&PV Code, subarticle IWP-3100. Reference 3 acknowledged our ccxrmitment to complete the modifications during our cycle 10 refueling / maintenance outage.

'Ihe specific modifications included the installation of flow measuring instrumentation on both the SW and RBCCW systems and pressure monitoring instrumentation on the inlet to the CS pumps. The CS and RBCCW modifications will be completed this outage. By this letter, we are deferring the SW modification to the following outage.

Thomas T. Martin, Director U.S. Nuclear Regulatory Connission November 14, 1983 Page 2 required cooling capabilities would be provided via the completion of two major modifications which are titled "RBCCW System Upgrade" and " Alternate Decay Heat Removal".

In light of the extensive outage workscope, both modifications have been deferred to the following outage. Because all three modifications constitute an integrated project, it is not cost effective to pursue the SW modification at this time.
