GENERAL ELECTRIC HITACHI - GLOBAL LASER ENRICHMENT, ACCEPTANCE REVIEW OF LICENSE TERMINATION REQUEST FOR SPECIAL NUCLEAR MATERIAL SNM-2019 (ENTERPRISE PROJECT IDENTIFIER: L-2020-DTP-0000)

Dear Ms. Jenny:

The U.S. Nuclear Regulatory Commission (NRC) staff has received your submittal dated February 18, 2020, GE-Hitachi Global Laser Enrichment LLC Request for Termination of License No. Special Nuclear Material (SNM) SNM-2019, Docket No. 70-7016, (Agencywide Documents Access and Management System [ADAMS] Accession No. ML20071H219). The letter requests NRC review and approval for the termination of license SNM-2019 for the GE-Hitachi Global Laser Enrichment LLC (GLE) Commercial Enrichment Facility. The review will be conducted in parallel with your separate request for issuance of a new facility clearance for the restructured GLE, see ADAMS Accession No. ML20064G292.

The NRC staff has reviewed your application, which states that the commercial facility licensed under SNM-2019 will not be constructed, and therefore the license should be terminated. The submittal was reviewed using the content requirements in Title 10 of the Code of Federal Regulations (10 CFR), Section 30.36, 40.42, and 70.38. The acceptance review identified no administrative omissions or deficiencies that would prevent the NRC from proceeding with a detailed review. The review has been assigned Enterprise Project Identification Number (EPID)

L-2020-DTP-0000. Please reference this EPID number and Docket Number 07007016 in any future correspondence associated with this request.

Please note that the NRC staffs technical review may identify issues that require additional information. Based on our current schedule, we anticipate completing the formal review by November 16, 2020, subject to issuance of a decision on the proposed restructuring package.

This date could change depending on the findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes with this schedule. In addition, the NRC staff estimates that completing the review will require approximately 60 staff hours, which corresponds to about $16,680 ($278/hr).
