Dear Mr.'Denton':

. Attached are proposed license amendments to Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units'I and 2 respectively. The ,

_ proposed changes to the Technical Specifications seek to clarify the ACTION

. statements for the Cold Leg Injection Accumulators and the Upper Head Injection (UNI) Systems and seek-to clarify surveillance requirements for the Upper Head l , _ _

Injection System. The proposed changes to.the ACTION statements for the Cold

'rLeg' Injection Accumulators and the Upper Head Injection Systems, and the

, proposed change to the UNI surveillance requirement 4.5.1.2d, concerning

, membrane replacement and testing, are essentially the same changes that are in the process of being incorporated into Revision V of the Standard Technical Specifications for Westinghouse pressurized water reactors. The proposed change to the.UHI surveillance requirement 4.5.1.2c.1 will clarify the intent of the Specification as discussed in Mr. H. B. Tucker's letter of December 20, 1984

to Mr. J. P. O'Reilly on the subject of Upper Head Injection.

~' Attachments 1-3 contain the Proposed Technical Specification changes. .Each attachment contains a proposed change and a Justification and Safety Analysis #

in support of the change. . An analysis pursuant to the requirements'of

'10CFR50.91 for each proposed change is also included. The proposed changes

-have been reviewed and have been determined to involve no Significant Hazards Considerations. Attachment 1~contains proposed changes to the specification

'concerning the Cold Leg Injection Accumulators. The proposed changes to_the

' ACTION' statements correspond to those changes presently being incorporated into Revision V of the Westinghouse Standard Technical Specifications'and will remove inconsistencies now existing between the Applicability.(Modes l'and 2, and Mode 3 above 1000 pois) and the Action statements'(requiring to go to Mode

4). tresently, the specification is written such that it may become inapplicable before~the Action has been completed;'this proposed change would eliminate this

inconsistency as well as make the allowed times given in the Action statements uniform. Additionally, the Limiting Conditions for Operation for'this Specification.

. cover pressure in the accumulators for both units. The proposal in the reload submittal has no impact upon-this proposal. Attachment 2 contains a proposed change to the ' ACTION' statements of Specification 3.5.1.2, Upper Head Injection System. As with the Cold Leg Injection Accumulators, this proposed change corresponds to changes presently being incorporated into

- the Westinghouse Standard Technical Specifications and will eliminate an inconsistency now existing between the Applicability (Modes 1 and 2 Mode 3 above.1900 psig) and the ACTION statements (requiring to go to Mode 4).

-Presently, the Specification is written such that it may become inapplicable lbefore.the Action has been completed; this proposed change would eliminate this inconsistency. This proposed change is contingent upon approval of a changefto the " ACTION'~ statements of the Specification as included in the reload submittal. Attachment 3. seeks to clarify the surveillance requirements for the Upper Head Injection system as discussed previously, and to remove the post-service destructive test for the membrane installed between the water I Efilled and. nitrogen. bearing accumulators.

This request involves one application for amendment to the~McGuire Technical

-Specifications. Accordingly, pursuant to 10CFR170.21 a check for $150.00 is enclosed.-
