A copy of the Notice of Proposed Issuance of Construction Permit' and Amended Facility License which is being filed with the Office of the Federal Register for publication is enclosed for your information.
The proposed issuance relates to your appli-cation received on March 11, 1968, as amended, to modify your research reactor and to its subsequent operation at 5 megawatts (thermal).
i Copies of the proposed construction permit, proposed amended license and our Safety Evaluation also are enclosed for your information.
J You will note that Section 4 of your present license relating to the allocation of special nuclear material pursuant to Section 50.60 of the Commission's regulations is not included in the proposed amended license.
As of April 1967, when private owner-ship of special nuclear material was approved, we discontinued this provision in licenses.
However, this does not mean that your contractual agreement with the Commission is void.
You will continue to work with our supplying office on the receipt and return of your special nuclear material.
From our initial review of your proposed Technical Specifications, dated May 26, 1972, and other portions of your application, we have determined that there is reasonable assurance that operation s

of the reactor at 5 megawatts (thermal) will not endanger the health and safety of the public.
However, we are still working on revisions to these specifications that are necessary to meet regulatory requirements.
