Bolts received exceeded maximum hardness values.

(Manufactured by Cardinal Ind., Las Vegas, Nevada).
NATURE OF DEFICIENCY:
Seismic Class I bolts were certified to ASTM A-193 Grade.
B8 by the vendor, Hub,Inc.~ Subject bolts received by CP&L did not meet hardness _ requirements of ASTM A-193, Grade B8. A sample of bolts tested exhibited hardness values above the maximum allowed.
DATE PROBLEM
. REPORTED:
On May 17,' 1984, CP&L (K. V. Hate') notified the NRC (Mr.
A. Hardin) of a reportable item per the provisions of 10CFR50.55(e) and 10CFR,' Part 21.
SCOPE OF PROBLEM:
These bolts were received, tested, and then placed 'on hold.
Items were not issued to the field for installation. The intehded use was for support of seismic instrumentation.
SAFETY IMPLICATION:
If the subject bolts were used, seismic instrumentation supports could have the potential for failure.
CORRECTIVE
- ACTION:
Additional testing was performed by CP&L and Hub, Inc. to -
confirm the validity of the previous sample tests performed.
Of eleven (11) boits tested,' nine (9) exhibited hardness values which were within the allowable range and two (2) exhibited hardness values which were above the maximum allowed. The subject bolts have been returned to the manufacturer. Action has been initiated to remove Cardinal.
Ind.' from CP&L's approved vendors list. In~the meantime, the Harris' Purchasing unit has ceased to purchase material manufactured by Cardinal Ind. pending their removal from the approved vendors list or until such time as CP&L is provided documented evidence that the vendor's quality problems have been resolved.
