Dear Mr. Jensch:

On June 11, 1965 Jersey Contral submitted to the Board a supple-mental design report dated May 31, 1965, in compliance with the Board's Initial Decision in this proceeding and Section 2D(2) and (3) of Construction Permit No. C202-15 iacued pursuant thereto. The report described design progress which had been made since the public hearing in Octcber, 1964 on the application for a construction permit, as well as certain areas where design decisions were dependent on com-plation of engineerin8s exPorimental cnd analytical work then in progress. Included in the latter category were decisions dependent on j

further metal-water reaction test and analytical programs described in the report.

Goneral Electric has advised Jersey Central that analytical and experimental work on metal-water reaction has proceeded to a point which has enabled General Electric to select a metal-water reaction fraction and rate as the design basis for Oyster Creek and other boil-ing water reactor plants. The accident design basis selected for the Oyster Creek plant is conservative with reference to its dependence upon the core spray and is consistent with the design of other General Electric boiling water reactors currently under consideration by the A::C. To accommodate the metal-water reaction fraction and rate, which are somewhat larger than those used in the preliminary cafccucrds i

analysis, General Electric has sub:aitted to Jersey Central proposed j

modifications in the core spray and containment cooling systems which 9509210093 950824 oDR FOIA

Samuel W. Jensch, Esquire October 25, 1965 Page Two usre described in the above report. He understand that the design c it hes developed will provide adequate heat removal capacity, with redundsney, in the event of a luas-obco:1:at-:: ident under the con-servativo metal water reaction bccis escumed.

Ua are presently evaluating the proposed cooling system design and will discuss the same with the A3C staff after we have completed such evaluation.

We are cdvicing you to thic effect so that you may pro:ntly know that we do not presently consider as final the physical design of the cooling systems as presented in our report dated May 31, 1965.
