Gentlemen:

North Atlantic Energy Service Corporation (North Atlantic) submitted License Amendment Request (LAR) 95-03 to propose a revision to the Seabrook Station Technical Specifications [ Reference  :

(b)]. LAR 95-03 proposed that Table 3.4-1, Reactor Coolant System Pressure Isolation Valves, be j relocated from Technical Specification 3.4.6.2, Reactor Coolant System Operational Leakage, to the  ;

Seabrook Station Technical Requirements Manual. Subsequently, North Atlantic clarified the proposed

change to state that the footnote on Page 3/4 4-24 should be relocated to Page 3/4 4-23 and be applicable to Surveillance Requirement 4.4.6.2.2d. [ Reference (c)).

l The footnote exempts the Residual Heat Removal (RHR) pump suction isolation valves from the 1 requirements of Surveillance Requirement 4.4.6.2.2d In Reference (c), North Atlantic included the RHR l pump suction isolation valves bypass check valves (bypass check valves) in the footnote. North Atlantic ,

has determined that the inclusion of the bypass check valves in the footnote is not required and requests that they be eliminated from consideration in the LAR. We trust that this information will support the ,

review and issuance of LAR 95-03. There are no new commitments included in this letter.  :
