This condition was reported via tel-con to Mr. H. Kister of your staff on April 22,1983, as a potentially reportable deficiency.
An interim report was submitted via our letter dated May 25, 1983.
As stated in our letter dated September 2,1983, this report also provides our response to IE Bulletin No. 83-06.

. DOCKET NO. 50-410 Final Report for a Problem Concerning Items Supplied by Tube-Line Corporation Description of the Problem Material from Tube-Line has been - indirectly supplied to - Zurn Industries, Incorporated, a subsupplier to ITT Grinnell Industrial Piping, Incorporated.
This material was intended for use on Nine Mile Point Unit 2 as-prefabricated

large bore piping subassemblies.
RECO Industries, Inc. used material supplied indirectly by Tube-Line in.the manufacture of certain components (i.e.,12-in caps and 3/4-in. elbows) in safety-related vessels. This condition has been documented on Stone a Webster Nonconformance and Disposition Report No. G142.
Certain material (i.e., pipe fittings) has also been supplied to the Nine Mile 1
Point Unit 2 Site by Tube-Line Corporation.
This material was purchased through purchase orders placed by Niagara Mohawk Power Corporation to Capitol Pipe and Stee1' Products Company.
This material has not been manufactured in compliance with the provisions of NCA-3800 of the ASME Code,Section III.
This material was procured as loose material and was required to meet ASME J
Section III, Class 2, requirements.
The material was intended for use, as needed, for ASME Section III, Class 2 and 3, as well as ANSI B31.1 Code Class t
4 applications.
The problem was identified in the MtC IE Information Notice No. 83-07 and Bulletin No. 83-06.
Analysis of Safety Implications The material supplied indirectly to Zurn Industries was tested and has been found to meet ASME III requirements.
Therefore, if this condition were to have remained uncorrected, it would not have adversely affected the safe operation of the plant.
An investigation of material supplied by Tube-Line indirectly to RECO Industries has found the material to be acce table.
One 12-in, cap was tested by destructive testing.
In addition, chem" cal analysis was performed on a small sample of material from each 12-in cap in question.
Based upon the resul ts of these tests and using the provisions of ASME Section III, Sub-paragraph NCA 3867. 4(e),
it was concluded that the caps meet the requirements of ASME Code and the specifications.
Three-fourths inch elbows were accepted by RECO using the provisions of ASME Section III, sub-article NC-2610 for sen11 products.
Therefore, if this condition were to have remained uncorrected, it would not have adversely affected the safe operation of the plant.
- Tube-Lina Corporation Page 2 In the case of the material supplied by Capi tol Pipe and Steel Products Company, the supplier has notified Niagara Mohawk that the material fails to meet ASME III requirements.
Since the material supplied to the site fails to conform to the provisions of ASME Section III, there is a possibility that if this problem were to have remained uncorrected, it coul d have adversely affected the safe operation of the plant.
Corrective Actions The following corrective actions were or are being taken for the pipe fittings supplied by Capitol l'ipe and Steel Products Company to Nine Mile Point Unit 2:
1.
Three fittings (one 20-in. elbow, one 6-in. elbow, and one 20-in flange) were installed in Quality Assurance Category I systems.
The 20-in, and 6-in elbows were removed, and returned to the vendor via Returned Material Report Nos. 84-0040 and 83-1103 respectively.
The 20-in. flange is still installed and will be removed and replaced as required by Stone & Webster Nonconformance and Disposition Report No.
8544.
2.
All other items have either been returned to Capitol Pipe and Steel Products Company, or downgraded for use in non-ASME applications.
