Dear Mr. Starostecki:
This letter provides for your information additional response to Inspection Report 82-14 dated March 7,1983.
Stone & Webster Engineering Corporation Field Quality Control is performing in-process inspections of bolting crews to assure compliance to the installation section of the RCRBSJ Specification. The frequency of in-process inspection is one crew per week. Stone & Webster Engineering Corporation Field Quality Control will establish an inspection plan based on the number of working crews performing high strength bolting to assure that, to the extent possible, all crews are being inspected regularly.
As noted in our previous response to the Nuclear Regulatory Comission, Stone & Webster Engineering Corporation was directed to develop a program to perform a torque test of 200 bolts of each contractor's past Quality Assurance Category I high strength bolting installations. Stone & Webster Engineering Corporation will report the results of the re-inspection program to Niagara Mohawk Power Corporation Quality Assurance, who will perform an evaluation to assess the adequacy of the existing program.
