Attached is an interim report on the subject item which was deemed reportable per the provisions of 10CFR50.55(e) and 10CFR, Part 21, on May 17, 1984. CP&L is pursuing this matter, and it is currently projected that corrective action and submission of the final report will be accomplished by July 26, 1984.

SUBJECT:

Shearon Harris Nuclear Power Plant, Unit No. I 10CFR50.55(e) and 10CFR, Part 21 reportable deficiency. Bolts-received exceeded maximum hardness values.

ITEM:

Bolts intended for use on seismic instrumentation supports.

SUPPLIED BY:

Hub, Inc., Tucker, Georgia J

NATURE OF 4

DEFICIENCY:

Seismic Class I bolts were certified to ASTM A-193 Grade B8 by the vendor, Hub, Inc. Subject bolts received by CP&L did not meet hardness requirements of ASTM A-193, Grade B8.

All bolts had a hardness value above the maximum allowed.

DATE PROBLEM 2

OCCURRED:

Prior to May 1, 1984.

DATE PROBLEM REPORTED:

On May 17, 1984, CP&L (K.V. Hate') notified the NRC (Mr. A. Hardin) of a reportable item per the provisions of 10CFR50.55(e) and 10CFR, Part 21.

SCOPE OF PROBLEM:

All bolts were received, tested, and then placed on hold.

Items were not issued to the field for installation. The intended use was for support of seismic instrumentation.

SAFETY IMPLICATION:

If subject bolts were used, seismic instrumentation supports could have failed.

REASON DEFICIENCY IS REPORTABLE:

(Same as above).

CORRECTIVE ACTION: The subject bolts are to be returned to the manufacturer for heat treatment.

FINAL REPORT:

The final report on this item is pending the-e shipment of the bolts back to the manufacturer and obtaining preventive measures from the manufacturer. It is currently projected that the final report will be issued by July 26 -
