ANNUAL REPORT OF CHALLENGES TO PRESSURIZER RELIEF AND SAFETY VALVES AT CRYSTAL RIVER UNIT 3 IN ACCORDANCE WITH TECHNICAL SPECIFICATION 6.9.1.5.fe).

REPORTING PERIOD JANUARY 1, 1991 - DECEMBER 31, 1991 While Crystal River Unit 3 did experience several plant transients in calendar year 1991, the setpoints for the code safety valves, RCV 8 and RCV-9, were not reached and therefore the valves were not challenged or operated.

The power operated relief valve (PORV), RCV-10, operated four (4) times in calendar year 1991. Three operations occurred during plant startups as required by the normal plant startup procedure, Although more plant startups occurred during the year, the prerequisites which required the operations of RCV-10 were not met. The fourth operation of the PORV occurred during a plant transient when a reactor operator manually opened the PORV in an attempt to avoid a high pressure reactor trip.

In all cases, the P0kV operated as designed.
