2) Entergy Nuclear Operations, Inc. letter, PNP 2018-013, Inadequate Protection from Tornado Missiles Identified Due to Nonconforming Design Conditions, (NRC ADAMS Accession Number ML18085A094), dated March 26, 2018 Consistent with the guidance of NUREG 1022, Revision 3, Event Report Guidelines:

10 CFR 50.72 and 50.73, Entergy Nuclear Operations, Inc. (Entergy) is notifying the Nuclear Regulatory Commission (NRC) that two Palisades Nuclear Plant (PNP) Licensee Event Reports (LERs) are being canceled (i.e. formally withdrawn).

On May 24, 2017, Entergy submitted LER 2017-001-00, in letter PNP 2017-024 (Reference 1),

documenting non-conformances in the tornado-missile protection design of PNP for:

1) ventilation openings in the structure housing service water (SW) and fuel oil (FO)

Technical Specification equipment,

2) the emergency diesel generator (EDGs) fuel oil day tank vent lines,
3) auxiliary feedwater (AFW) pump steam supply relief valves,

4) a wall of the structure housing the component cooling water (CCW) surge tank and,
5) the control room ventilation (CRV) air intake piping.

On March 26, 2018, Entergy submitted a LER supplement 2017-001-01, in letter PNP 2018-013 (Reference 2), identifying an additional tornado-missile protection non-conformance for:

6) a door opening in the structure housing the component cooling water (CCW) surge line.

Consistent with NRC Enforcement Guidance Memorandum 2015-002, Enforcement Discretion for Tornado-Generated Missile Protection Non-Compliance, the associated systems were then declared inoperable since, based on examples referenced in NRC guidance at that time, they were not considered to be adequately protected from tornado-generated missiles. These declarations resulted in the need to submit the subject LER and LER supplement.

A letter from Ho K. Nieh (NRC) to Dr. Jennifer L. Uhle (Nuclear Energy Institute), Timely Resolution of Issues Related to Tornado-Missile Protection, dated February 28, 2019, prompted a review of the above listed nonconformances against the PNP current licensing and design basis for tornado-missile protection. This review resulted in a determination that the above listed systems structures and components (SSCs) as-built configurations are consistent with the current licensing basis for PNP as described in the Updated Final Safety Analysis Report.

Thus, there was no non-conformance of the PNP tornado-missile protection design, and the above listed SSCs were operable at the times LER 2017-001-00 and LER 2017-001-01 were submitted. Therefore, LER 2017-001-00 and LER 2017-001-01 are being canceled (i.e., formally withdrawn).

This letter identifies no new regulatory commitments.
