MONTICELLO NUCLEAR GENERATING PIANT Docket No. 50-263 License No. DPR-22 Verification of Annual Radioactive Effluent Sumary Data In a 1ctter diated August 26, 1977 from Mr D K Davis, Acting Chief, Operating Reactors Branch No. 2., to Mr L 0 Mayer, NSP, we were asked to verify the accuracy of a tabu-lation of radlicactive effluent data for 1976 for our operating nuclear generating plants.
A copy of thu-summary is attached with all necessary corrections noted.
The follow-ing correctimus were necessary:
- 1) Grosas thermal generation was corrected to clearly indicate the numbers presented are rounded to the nearest whole WHT.
- 2) Net electrical generation was corrected to clearly indicate the numbers presented are rounded to the nearest whole WHE.
- 3) Itect D under Sumary of Effluents, Airborne, should be corrected to tread, " Total 1 articulates (half-lives longer than 8 days)."
- 4) Otheir corrections shown are required to correct transcription errors or tr.o incorporate amendments dated June 3,1977 to the Monticello Effituent and Waste Disposal Semiannual reports covering the periods Janusary 1 - June 30, 1976 and July 1 - December 31, 1976. These amenadments were not used in compiling the draft copy of the data you prov71ded to us.
In addition, the Monticello Effluent and Waste Disptosal Semiannual Report for the period January 1 - June 30,1976 was mot prepared in the Regulatory Guide 1.21 format and certain in-formaation (i.e. tritium and individual particulate isotopes) was not reporrted. Where required, this data was obtained from plant records to ccorrect the draft copy of the data.
Sumary totalis on the first page of the data can be different than the sum of iso-topes on pagees 2 and 3 in all cases except for " Total Noble Cases" and " Total 9105300373 770914 I

Semiannual Reports, sumary total releases presented in Tables 1A and 2A do not in-i clude nuclides which were below minimum detectable activity (MDA).
MDA values are i
included, however, in the individual isotopes reported in Tables IB,10, and 2B.
This is done to pemit comparisons of releases to applicable regulatory limits to exclude nuclides which were not actually detected during sampling.
Nobic gas l
releases are reported as above MDA since they are based on continuous gross activity monitoring with individual isotope releases detemined using calculated ratios.
There is no regulatory limit on total halogens.
r Individual halogen and particulate isotopes on the second and third pages of the data generally include a "less than" symbol. As noted above, this situation arisca 4
from reporting measurements of samples in which no measured activity was found as l
less than MDA. For example, if a quarterly quantity of an isotope released is based on 13 weekly samples, even one sample less than MDA can cause the total quarterly release to be expressed as "less than."
Quantities are reported without the "less than" symbol only when all individual measurements are greater than }0A, or if 1
measurements less than MDA do not contribute to the total expressed to three signifi-cant decimal places.

We believe we have taken a conservative approach in confoming to Regulatory Guide 1.21, Section C.12.c.
There is a wide variation in interpretation of this section, l
however, and further guidance from the Coimnission in this area would be welcome.
