OPR-42 50-306 DPR-60 License Amendment Request dated July 9,~1934 Steam Generator Tube Operability Chance Reference (1): Letter dated June 18, 1994 from D M Musolf, NSP, to the Director of Nuclear Reactor Regulation, NRC, entitled,

" Supplemental Information Related to Prairie Island Unit No. 1 Steam Generator Tube Indications".

Attached are three originals and 37 conformed copies of a request for change to Technical Specifications, App <sudix A, of Operating License DPR-42 and DPR-60. In accordance with 10 CFR Part 170, a ,c. heck in the amount of $150.00 is enclosed.

Recently it was determined that three stea'a generator tubes in Unit l' exceedad the plugging criteria as a result of a post-outage third party review of eddy current data' . After reviewing the Technical Specifi-cations it was concluded that no Technical Specification violation occurred sineg Section 4.12, Steam Generator Tube 3urveillance, vc uld apply- during ' cold shutdown when the surveillanca is being conducted.

Technical Specification 3.1.C.6, limiting primary to secondary leakage to 1.0 gpm, applies duririg plan t' operation. This position was documented in Reference (1).

However, your Letter dated July 6, 1984 requested that NSP submit a one time amendme-t to Technical Specification 4.12.D.2' to allow continued operation with the three defected tubes. This license amendment is submitted in response to that request.

Exhibit A describes the proposed change, reason for chinge and significant hazards evaluation. Exhibit B contains the revised Technical Specification \
