Dear Mr. O'Reilly:

On December 21, 1983, Mr. K. V. Ilate' notified the NRC (Mr. A. liardin) of a potentially reportable item per the provisions of 10CFR50.55(e) and 10CFR, Part 21. The NRC was informed that Ruskin Manufacturing Company supplied actuators failed to meet the functional test requirements of the G. II. Bettis Company.

On January 18, 1984, we stated in our letter NRC-169 that an investigation was underway to determine if Ruskin specified operators that were sufficiently oversized to overcome the additional friction (due to swollen seals); if so, no corrective action may be required.

Otherwise, either the seals or the operators will have to be replaced. Based on the expectation of a revised torque chart from G. II. Bettis by February 1,1984 and Ruskin's subsequent analysis, we stated we would require until February 20,1984 to submit a report on this item.

In our letter dated February 17, 1984, we informed you that the revised torque chart had not been received by CP&L and we would require until March 23, 1984 to complete our evaluation of this item.

This letter is to inform you that the vendor has failed to forward the required information needed to complete our evaluation at this time. It is currently projected that we will require until May 23,1984 to submit a report on the reportability of this ; tem.
