UNIT NO. 1 FINAL REPORT POTENTIALLY DEFECTIVE ENGINE MOUNTED ELECTRICAL CABLES EMERGENCY DIESEL GENERATOR ITEM 154 (DDR 2209)

JANUARY 27, 1984 REPORTABLE UNDER 10CFR50.55(e) and 10CFR21

SUBJECT:

Shearon Harris Nuclear Power Plant, Unit 1.

10CFR50.55(e) and 10CFR21, reportable deficiencies:

Potential defect with engine mounted electrical cable on the emergency diesel generator engine. Purchase Order NY-435079.

ITEM: Engine mounted electrical cables of the Emergency Diesel Generator Sets.

SUPPLIED BY: Transamerica DeLaval, Inc., Oakland, California.

NATURE OF DEFICIENCIES: In September, 1982, Transamerica DeLaval, Inc, notified CP&L of a potential problem with engine mounted electrical cables. These cables are located on the engines of the generator sets; one cable runs from the magnetic pickups to the engine junction boxes. The second cable is the multi-conductor cable which runs from the "on-engine" terminal box to the Woodward governor actuator.

Transamerica DeLaval had determined that the manufacturer's temperature rating for the cable insulation may be exceeded during operation of the diesel generator.

DATE PROBLEM OCCURRED: Refer to section above.

DATE PROBLEM REPORTED: On November 14, 1983, CP&L (N. J. Chiangi) notified the NRC (Mr. A. Hardin) that.this item was reportable under provisions 10CFR50.55(e) and 10CFR21.

SCOPE OF PROBLEM: This problem involved two Unit 1 Emergency Diesel Generators.

REASONS DEFICIENCY IS REPORTABLE: The emergency diesel generator sets supply on-site power to safety and essential loads in the event of the loss of both normal on-site and off-site power. Failure of cables involved would result in 1) slower response to load change and load pick-up, and 2) prevent the operation of the emergency "stop" sequence of the engine due to the malfunctioning of the output breaker.

CORRECTIVE ACTION: Original cables were replaced by vendor supplied cables and accessories.

FINAL REPORT: Cable replacement was completed Janaury 24, 1984.
