SUMMARY
The Limerick Startup is 49.3% complete with six (6) months to go until fuel load.
Rev. 7 of the Startup Schedule requires that Startup achieve seven (7) percent of their work each month.
In November, Startup achieved only 4.14.
The critical path to fuel load is ten (10) days behind schedule.
The apparent decrease in overall startup completion since the last report (51.1%) is the result of 2.5%
increased work from additional preop and acceptance tests and changes to the progress monitor accounting system..
Approximately sixty-five percent (65%) of the Startup manpower expenditure for the last month has been applied to preop procedure reviews and revisions.
This tremendous expenditure only resulted in approximately a one percent (14) gain in overall plant progress.
Although this is probably the most critical bulk activity in the Startup area, recovery with the present staffing is unlikely.
Plans are in progress for increased staffing specifically dedicated to pre-TRB review.
In the preop procedure program, two (2) tests were started (P46.1,P44.1) and two tests were completed (P18.1, A95.1) this month.
Four procedures (P55.1,P56.lA,P44.1,P46.1) made it through the approval cycle and ninety-four (94) procedure reviews are behind schedule.
Twelve (12) new procedures were started, seventeen (17) were submitted to the TRB and eight (8) were submitted to the NRC.
The NRC's backlog has grown from five (5) to nine (9) and the TR3's has grown from fourteen (14) to sixteen (16).
7 As a result of the unbalanced manpower usage for preop test review and

revision last month, ten (10) subsystems ready for initial operation are not being worked on.
Of the twelve (12) additional Startup engineers requested, only three (3) have been provided.
System 58A (Reactor Protection) is ten (10) days behind schedule and thus 10 days critical.
The major restraints are completion of blue tag testing and approval of the preop procedure (P58.1).
PECo field engineering is trying to improve their progress through the use of multiple shifts and additional manpower.
System SSA (Rod Hydraulic Control) is ten (10) days behind schedule and thus 10 days critical.
The major delays have been caused by electrical and mechanical problems during testing.
Recovery to within one week of the schedule is anticipated through compression of the preop (P55.1) performance phase.
One hundred and ninety-two (192) turnover submittals were scheduled; one hundred and seventy-nine (179) turnover submittals are complete.
One hundred and eighty-six (186) turnover acceptances ~were scheduled; one hundred and sixty-eight (168) have been accepted.
Forty-one (41) turnover submittals are required in December to maintain the Rev. 7 Startup Schedule.
Although twenty-nine (29) turnover packages were submitted in November, it was not enough to satisfy the forty-two (42) required to maintain the Rev. 7 Startup Schedule.
Delays were due to late construction completion, blue tag releases, and blue tag testing.

MAJOR ACCOMPLISHMENTS The' control rod drive air system was chemically flushed and air blown.
("
The system was restored and leak tested.
Over 100 air leaks were detected and repaired.
The hydraulic control unit accumulators were charged and blocked.
Flushing of the charging water, drive water and cooling water systems, as well as the hydraulic control units was completed.
Stroking and venting of control rods was started.
The preop procedure was approved on 20 Nov 83.
Venting and stroking rod i
timing and position checks have been completed on 48 rods.
The cleanup flush of the core spray system and suppression pool was completed.
Flow orifices were installed on the system, and water was injected into the vessel.
However, the flow exceeded the maximum allowable.
Therefore, the orifices we:e removed, remanufactured and reinstalled before vessel injection could be started.
The preop is forecasted to begin on 30 Nov 83.
Flushing of the fuel pool system (35A) was completed with the

exception of the reactor well.
The preop test is scheduled to follow the installation of spent f uel racks which started on 21 Nov 83 and should complete on 11 Dec 83.
Field engineering has completed its logic testing, with limited exceptions on the following systems:

The condensate transfer 'cystem has been in service and modifications were completed on the pumps start circuits.
The preop test has been restarted and should complete this month.
Last month nine (9) DCP's were closed, bringing the closed total to fifty-three (53) out of one hundred and fif ty (150).
The work on fourteen additional DCP's was completed and are being closed out, while thirty-eight (38) more are actively being worked.

MAJOR ACCOMPLISHMENTS (Cant' d)
Local leak rate testing is progressing close to schedule at this time I,
but should be on schedule by the end of the year due to a lighter scheduled testing load in December and further plant completion.
Performance of preliminary testing is underway now to identify problem valves as early as possible.
The testing, to date, indicates that most isolation valves will not require rework or lapping of the valve seat and disc assemblies.
Items such as MOV torque switch settings, 1
general completion of blue tag testing and physical completion of the systems are the' major areas hindering local leak rate testing.
Thera are one hundred and twenty-one (121) penetrations, forty (40) of which have passed their preliminary local leak rate test.
Two (2) of those have passed their final local leak rate test.

Steam blows of the aux steam headers began on 23 Nov 83 following system turnover.
Concurrently, preparations to start operation of the C aux boiler are in progress.
An outage of the 13.2 KV system was held on November 25, 26, and 27, to allow testing and tie-in of the Unit 2 startup bus.
Major electrical systems work performed included testing, cleaning, and sealing of the 13.2 KV, 4 KV, 2.3 KV, and 440 safeguard LC's and MCC's (systems 3B, 4A, 4B, SA-D, 6A-D).
In addition, the major mechanical systems activities performed were:

OTHER CONCERNS
' Fine flushing of the RER system continues to be delayed until the system is ready for operation.
Construction hydrostatic testing continues to be restrained by startup work orders involving pressure boundary work.
Preoperational test procedure was approved the the TRB and submitted to the NRC.
Replacement of upper motor bearings on RER motors has been completed.
Motor runs were complete with only minimal l
indications of oil whirl.
Pump runs are scheduled for 01 Dec 83.
l LPCI and shut down cooling testable check valves were found to hang up l
in whatever position they are manually placed.
These valves have been disassembled and reassemblad in an effort to determine why they stick.
The problem turned out to be tight packing.
The RER system has 343 out of 791 open items identified as preop restraints with three (3) weeks to go before the scheduled start of the preop.
Approximately 237 field engineering test exceptions still require resolution; additional items include delivery of limitorque limiter plates, determining torque switch settings, and various other F
material availability.
Startup supervision has determined how these items are to be worked off.
Present workoff of these preop restraints has resulted in a projected nine (9) day delay from 21 Dec 83 and a l
l reforecasted start date to 30 Dec 83.
