Gentlemen:
The purpose of this it.tter is to ? norm the NRC staff of implementation of the Safety Parameter Disp!ay System (SPDS) at the Brunswick Steam Electric Plant, Units 1 and 2. By letter dated December 13,1990 (Reference 1), the NRC Staff requested that Carolina Power & Light Company notify the staff in writing upon fullimplementation of the SPDS at the Brunswick Plant.
The SPDS was declared operable on October 2,1991. The SPDS is certified to fully meet the requirements of NUREG-0737, Supplement 1. This certification is made based on consideration of guidance contained in NUREG-1342 and the information contained in the licensco checklist for SPDS status included in NRC Generic Letter 89-06.
In order for the SPDS to meet its regulatory requiraments, CP&L has instituted numerous changes in software and hardware deygn of the system, maintenance and operation of the system, and administrative controls and training for the system. These changes collectively resolve the discrepancies identified in an NRC letter dated November 2,1989 (Reference 2) concerning the NRC's post-implementation audit, the six commitments identified in CP&l's letter dated July 11 f

As noted in previous correspondence (Reference 5), changes to the Brunswick Plant SPDS will continue te be necessary due to ongoirg as well as future plant modifications.
NRC Generi: Letter 89-06 (Referenco 6) included a checklist concerning SPDS implementation to provide licensees with guida. ice for determining the status of their SPD3. As previously certified in our letter dated July 11,1989 (Reference 31, CP&L will rnaintain documentation, including the checklist and photographs used to establish SPDS implementation status, for three years, Please refet any questions regarding this submittal to Mr. W.
