DPR-71 & DPR-62 GENERIC LETTER 89-06 SPDS CERTIFICATION Gent 1'ement Carolina Power & Light Company (CP&L) hereby submits information concerning the implementation status'of the Safety Parameter Display System (SPDS) for the Brunswick Steam Electric Plant, Units 1 and 2.
'This information is in response to NRC Ceneric Letter 89-06, " Task Action Plan Item I.D.2 - Safety Parameter Display System -
10 CFR 50.54(f)," dated April 12, 196'/.
For the purposes of meeting the
.SPDS requirements of NUREG-0737, Supziement 1, the Brunswick SPDS is
-defined as a subsystem of,the plant Emergency Response Facility Information System (ERFIS) computer. This SPDS subsystem is the
. top-level SPDS display, which includes the five critical safety functions. Other computer functions are available within the ERFIS computer, including supplemental SPDS related displays (available for predefined variable trending), however, these systems are not included in the bases for meeting' the SPDS requirements of NUREG-0737, Supplement 1.
Based upon the completion of the SPDS Checklist attached to Generic Letter 39-06 and taking irato account the information provided in NUREG-1342, CP&L commits to modify the following SPDS capabilities in order to. fully meet the requirements of NUREG-0737, Supplement 1.
SPDS terminal availability will be enhanced.
Software verification and validation results will be formatted per NSAC 39.
Databases will be tuned and data acquisition problem areas corrected to reduce invalid a,d erroneous information displayed on the SPDS.
Conditions causing false alarms will be corrected.
Response to user commands will be reduced to less than 10 seconds or delay feedback messages will be added to displays.

l 8' Document Control Desk NLS-39 202 / Page 2 Procedures will be implemented to track system availability and control information displayed on the SPDS screens.
Carolina Power & Light Company believes the above enhancements will bring the SPDS for Brunswick Units 1 and 2 into full compliance with the requirements of NUREG-0737, Supplement 1.
The proposed modificat. ions will be completed by December 31, 1990.
The Company also commits to maintain supporting documentation, including the completed checklist and photographs used to establish SPDS implementation status, for three years as required by Generic Letter 89-06.
The necessary photographs, as described in Generic Letter 89-06, will be completed by July 14, 1989.
