BLRD-50-438/82-39, BLRD-50-439/82 FOURTH INTERIM REPORT The subject deficiency was initially mported to NRC-0IE Inspector R. V. Celenjak on December 15, 1981 in accordance with 10 CFR 50.55(e) as NCR BLN BLP 8130. This was followed by our interim reports dated June 21, 1982 and January 24 and July 14, 1983 Enclosed is our fourth interim report. We expect to submit our next report by July 31, 1984.

Although in our July 14, 1983 letter we had stated that this deficiency only applied to enit 2, further investigation has myealed that both units 1 and 2 are affected.

FOURTH INTERIM REPORT Description of Deficiency An error was discovered in the thermal movement column of a support design load drawing (drawing No. 3BH04 19-NV-04). A zero was entered la the thermal movement column for the unrestrained directions of about 20 e.upports listed on this drawing when, in fact, there is a small amount of thermal pipe movement in these unrestrained directions. Because zero was listed as the thermal pipe movement of these supports, a frictional load was not included in the design of these supports.

Interim Progress The support design load drawings which were identified as having a zero in the thermal movement column in unrestrained directions have been revised to remove these zeros.

The determination has been made, based on paragraph J.2 of ITT Grinnell Engineering Instruction No.10, that frictional loading needs to be evaluated only for those supports at locations where the thermal movement in the unrestrained directions equals or exceeds 1/16 inch.

In order to minimize the number of supports requiring detailed

evaluation, the support design load drawings were reviewed and revised to identify all supports with thermal movements equaling cc exceeding

- 1/16 inch in unrestrained directions.

Approximately 382 supports were identifled as requiring evaluation.

Each of these supports was evalusted in detail and redesigned as required. TVA will provide details of the required support revisions in our next report.

TVA is still investigating the nonconformance to determine the root cause and actions required to prevent recurrence. TVA will supply a final report upon conclusion of this investigation.
