Response to Generic Letter 88-20, Supplement 4 Gentlemen:
This letter provides information pertaining to the New Hampshire Yankee (NHY) program for performing the external events portion of the Individual Plant Examination for Severe Accident Vulnerabilities (IPE) for Seabrook Station.
NHY previously stated that it had fulfilled the int::nt of Generic Letter 88 20 to perform a systematic examination to identify plant-specific vulnerabilities to severe accidents (Reference (c)]. New Hampshire Yankee fulfilled this intent by completing the Seabrook Station Probabilistic Safety Assessment (SSPS A) and establishing an ongoing risk management process. The SSPSA is a full-scope, level three probabilistic safety assessment which includes full consideration of external events and internal transients as initiating events which could potentially cause a severe accident. The SSPSA was completed in 1983 and submitted to the NRC for review in 1984 [ Reference (c)].
Comprehensive updates of the SSPSA were completed in 1986 and 1989.
NHY forwarded the IPE Report on March 1,1991 [ Reference (d)l, which summarived the updated SSPSA and arranged the findings and results of the updated SSPSA in a format consistent with that of the IPE submittal guidance. External hazard events were included in the results and conclusions of the iPE report.

Document Control Desk Page two New llampshire Yankee will update the external events portion of the previously submitted. SSPSA to account for current plant design and procedures. This update will incorporate currently available data and apply current methodology for fire hazard analysis.
It will also include an updated scismic fragility study. The updated seismic and fire hatards analyses will be performed using probabilistic risk methods, Other hazards will be evaluated
.. using a screening approach based on the 1975 Standard Review Plan (NUREG-75/087). Plant walkdowns will be performed as needed to confirm analysis assumptions, New Hampshire Yankee will submit a report on the Individual Plant Examination of External Events (IPEEE) by October 2,1992.
The IPEEE Report will-summarize the i
updated cxternal events portion of the previously submitted SSPSA and arrange the findings and results of this update in a format consistent with that of the IPE submittal guidance in NUREG 1407.
