Gentlement Pursuant to 10 CFR 50.55a(g)5, please find enclosed for NRC staff review, a copy of Revision 17 (Unit 1) and Revision 13 (Unit 2) to the McGuiro Nuclear Station Pump and Valvo (IWP/IWV) Inservice Testing Program (IST).

These revisions to the IST program are the result of enhancements identified by the McGuiro Design Study MGDS-0106, recently issued Design Basis Documents (DBD), recent station modif1 cations and to address issues raised within the NRC Saiety Evaluation Report (SER) issued September 12, 1991 for the McGuire Units 1 and 2 IST Program Rollef Roquests - Revision 16 (Unit 1) and Ravision 12 (Unit 2). A summary of the changes provided by those revisions are discussed in attachment 1.

Expeditious NRC review and approval of two relief requests provided by this submittal is requested by January 6, 1992. The two rollef requests requiring prompt staff action are:

1) RR-CA1; Valves 1,2CA-165,166
2) RR-NS3; Valves INS-83 through -88 and 2NS-110 through 115 For the other items provided by this submittal, it is requested that the NRC review and approval be provided by March 1, 1992, since the revisions include relief requests which are outside the scope of Generic Letter 89-04.

h) RN-0994, RN-1006 New valves added to the program. Modificatione NSM MG1-1887 and MG2-0006 installed these valven.

1) RV-0126, RV-0130 (Unit 1 only)

Deleted valves from program. NSM MG1-2247 removed thene valves, j) RV-044$, RV-0446 (tInit 1 only)

New valves added to the program. Modification NSM MGl-2247 installed these valves.

k) SA-0005, SA-0006 Re-activated relief requent RR-sal. As identified in ravision 14 to the IST Manual, the method of quarterly testing those valvou did not verify proper closure. Valves were novec taken out of the sample disassembly program, and the open vorification tests were not changed. During Unit 1 EOC7, dinascembly of 1SA-0005 revealed a cracked seat, and the valvo was replaced. ISA-0006 was also disassembled as required by the relief request. The methed of testing identified in reviolon 14 would not have indicated a cracked coat. As a result of this work, modifications to the piping syotem have been written.

1) VI-0372, VI-0374 Valvos added to the program. Identified by Generic Letter 90-06. These valves serve as class boundary breaks between the VI system and the Nitrogen overpressure on the accumulatore.

m) VI-0368, VI-0373 Valven added to the program. Identified by Generic Letter 90-06. These valves serve to check air flow from VI into the accumulators. They must open to allow Nitrogen supply to the PORVa.

i n) VI-0135, VI-0136, VI-0137, VI-0138, VI-0139, VI-0140, VI-0141, VI-0142 (Unit 1 only)

Deleted valveo from program. Thepo valves serve to check instrument air from the main steani isolation valve accumulator tank. In the NRC Safety Evaluation for Program revision 16, it was identified that a means to test the valves individually uhould be developed. Testing results during Unit 1 EOC7 outago indicated that the MSIVs are capable of closing within the curront Tech Spec limit of $ seconds without the air aseist feature. Since part of this air asuist was not selomically qualified, it was decided to eliminate this feature and thereby eliminate the need to test these VI valves.

Refer to MEVN-2985 for change. A revision to increase the Toch Spee closure tine f or the MSIVs is being submitted. At the start of Unit 2 EOC7 outage, similar testing of the MSIVs wirl be done and it is anticipated that the air assist feature of those valves will be deleted.

o) YC-0016A, YC-0017D, YC-0027B, YC-0029A, YC-0030A, YC-0040B, YC-0099B (Unit 1 only)

Deleted valveo from the program. Modification NSM MG5-2065 eliminated the electric operation of these valves.

4.Section II.5 General Relief Requests
4) General Relief (IV)

New general relief request. Relief is being requested for Electric Motor Operated (EMO) valves which do not have an automatic actuation in one or both directions but still serve a safety function in that direction (s). Licensee requests to otroke time and trend the valve in the direction of automatic actuation but only verify proper operation in the other direction. Recent Design Bason Documente are identifying EMOs which fall into this category, respond to an automatic uignal in one direction but require operator action to reposition valve.

5.Section II.6 Specific Relief Requests a) RR-CA1 Modified relief request as requested per NRC Safety Evaluation to Program Revision 16. Indicated the open and close function of these valves.

c) RR-NS3 How roliot roquent added as a result of adding valvos to program, d) RR-RV1 Deleted relief request. Valvon removed by modification NSM M01-2247. Unit 1 only.

e) RR-SA1 Ro-activated this rollef request. Alternate tuoting methods did not verify proper cloouro. See Data Sheet sect. ion f or description.

f) RR-VI3 Deleted relief requent Unit 1 only. Air assist feature of the MSIVs wan deleted by modification MEVN-2985. See Data shout section for deceription.

6.Section II.7 Cold Shutdown Justifications.

a) CS-NV11 Modiflod justification to add clocure testing to valve.

b) CS-NV17 Now chutdown justification for NV-261, NV-263. These valves were added to the program by the NV system Design Bases Document, c) CS-VII New shutdown justification for VI-368, VI-372, VI-373, I-374. Valves are tested with the stroke timing of the PORVs using Nitrogen pressure. Reference CS-NC1 for PORV justification.
