APPL! CATION FOR AMBEMENT N

OPERATIM LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Reguhtory Commission, Niagara Mohawk Power Corporation, holder of Facility Operating License No. NPF-69, hereby requests that Sections 1.31 " Primary Containment Integrity", 3/4.6.1 " Primary Containment", 3/4.6.3 " Primary Containment 1 solation Valves" and Bases, 3/4.1.2 " Revetment-Ditch Structure", 3/4.0.4

" Electrical Equipment Protective Devices", and associated Tables 3.6.3-1, L7.2-1, 3.8.4.1-1 and 3.8.4.3-1 as set forth in Appendix A to that License be anended. All references citing these tables throughout the Technical Specifications Index, Definitions, Limiting conditions for Operation, Surveillance Requirements and Bases are also proposed to be amended. The proposed changes have been reviewed in accordance with Section 6.5 of the Technical Specifications.

The proposed changes to the Technical Specifications are set forth in Attachment A to this Application. The changes remove various component lists and references thereto from Technical Specifications in accordance with Generic Letter 91-08.

The proposed changes voubt not authortre any change in the types of ef fluents or in the authorized power level of the facility. Supporting information and an analysis which demonstrates that the proposed changes involve no significant barards consideration pursuant to 10CFR50.92 are included as Attachment B.

Vherefore, Applicant respectfully requests that Appendix A to Facility Operating License No. NPP-69 be amended in the form attached hereto as Attachment A.
