Mr. H. R. Denton, Director Office of Nuclear Reactor Regulation U. S. NUCLEAR REGULATORY COMMISSION Washington, D. C.
20555 Attontion:
Mr. Jim Miller, Chief Operating Reactor Branch 3 Gentlemen:
DOCKET NO'. 50-266 TECHNICAL SPECIFICATION CHANG fREQUEST NO. 05
~ POINT BEACH NUCLEAR PLANT, UNIT 1 In a letter dated September 17, 1982 Wisconsin Electric Power Company, licensee for the Point Beach Nuclear Plant, applied for a license amendment which would have permitted operation r Point Beach Unit 1 at a reduced ~ reactor. coolant system thermr design flow.
Additional information in support of this appl s.ation was submitted on October 15 and: December 10, 1932.
This application was submitted in order to permit continued operation of Point Beach Unit 1 in the event tnat additional steam generator tube plugging resulted in reducing reactor coolant system flow below~100% of rated Subsequent to startup,of Unit'l after the, fall 1982 refueling flow.
flow measurements confirmed.phat. reactor coolant total
- outage, flow exceeded the specified minimum thermal design flow.
Accordingly, the subject license mnendment and" proposed Technical Specification were not necessary at that time.

On July 26,-1983'We received'a letter from Mr.1 Clark requesting that we withdraw this license amendment request as it is unlikely it wi1J be needed.
Mr. Clark'a letter stated the-NRC Safety Eva'luati.on for this amendment.. approved a reduced power level for,.the revi~ sed minimum thermal design flow slightly lower than that requested,in our proposed Technical Specification.
Accordingly, it was recommended that should reduced, flowseperation become necessary a new application for amendment shouldJte_.jubmitted such that the limits requested are within the bounds. approved by the NRC.

- A Mr. H. R. Denton September 6, 1983 Accordingly, we hereby request that our application for license amendment dated September 17, 1982 be withdrawn.
We also
~
request that your April 8, 1983 letter which formally transmitted the Safety Evaluation on this topic be resent as our records i
indicate this letter was not received at our corporate offices.
I believe this problem stems from an NRC mailing label error which has been discussed previously with Mr. Colburn of your staff.
Very truly yours, Vice President-Nu lear Power C. W. Fay Copy to NRC Resident Inspector
