Dear Mr. Giambusso:

Your letter of November 24, 1972 requested that Carolina Power &

Light Company conduct a monthly hydrostatic test of the steam generator tubes in H. B. Robinson Unit No. 2. As a result, a detailed test procedure was developed and the first of the hydrostatic tests was completed on December 2, 1972. As outlined in the enclosed test procedure, the test was performed in a hot shutdown condition with a differential pressure of greater than 1900 psi across the tube walls. The test results, also enclosed with the procedure, were entirely successful and indicated that the tubes were capable of withstanding the pressure differential that might exist during the power transient resulting from a major steam-line-break accident.

On December 22, 1972, other plant conditions required a plant shutdown. Concurrent with the other work, a decision was made to conduct a second hydrostatic test of the steam generator tubes. The results of this second test were substantially identical to the first hydrostatic test.

It is believed that the results of these two tests give adequate assurance that the steam generator tubes will withstand the pressure transient that could be caused by a major steam-line-break accident, l Accordingly, it is requested that the requirement for additional monthly hydrostatic tests be rescinded.

Directorate of Licensing informed of any changes in steam generator performance. Additionally, as discussed with your staff, eddy current inspection of the steam generator tubes will be conducted during the refueling outage starting March 16, 1973.
