Dear Mr. Keppler:

During a recent telephone conversation with a member of your staff, information was requested in addition to that previously in-cluded in our letters of December 6,1973 and December 14, 1973. This letter is written to confirm the information provided by telephone.

In our December 6, 1973' letter, we stated the turbine sump would be sampled and analyzed prior to discharge if there is any indi-cation that it may be potentially contaminated. However, we did not specifically define "potentially contaminated." We vill consider the turbine building sump to contain "potentially contaminated" liquids anytime the water in the secondary side of either or both of the steam generators exceeds 10 CFR Part 20 unidentified mixture maximum per-missible concentration (MPC) for drinking water, assuming Radium 226 and 228 are absent and neglecting tritium and noble gases (1 x lo-T microcuries per milliliter). Thus with the decontamination factor from steam generator water to steam and condensate, the dilution in the tur-bine sump and the dilution in the discharge structure, all liquids dis-charged from the turbine sump when the turbine building sump is not considered potentially contaminated vill be at Lake Michigan water background levels.

Our letter of December 14, 1973 provided further data with regard to the gaseous I-131 release rate that occurred on August 15, 1973 but did not specifically state the calculated release rate. As-suming uniform release rates over these periods and based on the data

Docket 50-255 License DPR-20 Palisades Plant December 28, 1973 provided therein, we calculated that the gaseous I-131 release rate exceeded the 15-minute interval release rate limit from 0530 to 2100 on August 15, 1973 by a factor of 2 9 The 15-minute interval release rate limits were not exceeded for any of the remaining periods between August 5 and August 20, 1973.
