Keppler Re: Docket 50-255 Directorate of Regulatory Operations, License DPR-20 Region III Palisades Plant US Atomic Energy Commission 799 Roosevelt Road Glen Ellyn, IL 60137

Dear Mr. Keppler:

This letter is written to provide the reevaluation of the gaseous I-131 release rate that occurred at the Palisades Plant on August 15, 1973, as requested by your letter of November 12, 1973 The following plant data were used, in conjunction with data taken by an AEC contractor, to calculate the I-131 release rate for the period of August 11, 1973 to August 20, 1973 I-131 Activity Released (mci)

(Determined From Stack Gas Date/ Time Duration /h Carbon Filter) 8/ 5 0800 143 '

1 53 to 8/11 0700 .

8/11 0700 110 116 to 8/15 2100 8/15 2100 116 58.1 to 8/20 1700 In addition, the AEC contractor had measured the containment building atmospheric I-131 concentration of 2 3 x 10-8 This atmos-phericcongentrationwasthenmultipliedbythecontainmentvolume (1.64 x 10 cubic feet) and a total activity of 1.07 mci was released. ,

This 1.07 mci was assumed to be released over a period of 0700 August,11 DEC 1 7 '073

m Mr James G. sppler 2 Docket 50-255 License DPR-20 Palisades Plant December 14, 1973 to 0530 August 15 This number is in close agreement with that measured between August 5 and August 11 as would be expected because the activities during these periods that might have an effect on gaseous I-131 release rates were similar.

The activity measured on the stack gas carbon filter between August 11 and August 15 was then reduced by 1.07 mci to obtain a release of 115 mci from 0530 to 2100 on August 15 A possible source of error in these calculations is the use of the containment volume to determine the I-131 release for the period of 0700 August 11 to 0530 August 15 This assumes that no additional I-131 is being added to the containment atmosphere during this period. This is a conservative assumption in that it tends to maximize the release rate for the period of 0530 to 2100 August 15 and compares closely with the release for the period August 5 through August 11.

Yours very truly,
