I'm writing you because the Quad Cities' nuclear power plant as far as I can determine is in your constituency.
The enclosed xeroxed t
letter will explain what happened when the radioactive cloud passed 1
slowly over the Syracuce, New York arca last week end.
1 Unfortunately, I appear to have been the only.one in this area who had a Goicer counter oper4 ting during the time the cloud (if that is really what it was) passed over this area early Sunday.
'My family were'the only witnesses to cy own counter's chirps.
The only source foi' the radioactivity which has been reported in the news lately appears to be the "ninor leak" at the Quad Cities nuclea" power plant.
Only, if this was indeed the source, then f
there nust have been an earlier quite bad accident around last l
Thursday which was unreported.
l I thought that you'd like to ?now about this so that your staff or others locally could investigate it and talk with the technicians employed at the plant.

Vo have reviewed the letter dated June 12, 1974, frombs.JoanneAshley

I As referred to by Ms. Ashley, there was an. incident at the Connonucalth g
t Edison Cor:pany's, Quad Citics Station on June 10, 1974. This incident

involved the rupture of a valve in the feedvater system of Quad Citics i
Unit 2 vith the subsequent release of approxinately 70,000 gallons of I
vater containing relatively lou crounts of radioactivity to the turblue s
i building. Sonc of the water escaped through an equipment dcor to sone storn drains, then thus possibly to the Mississippi River. Special acepling of the river has revealed no increase in radioactive concen-

trations above natural background. There uns no release of cirborne radioactive raterials associated with*the above incident.
Uith respect to Ms. Ashley's conjecture that there was "... an earlier tcireported bad accident last Thurcday..." (June 6,1974), vc have determined that Quad Citics 11t 1 was in a scheduled-refueling-tmin-tenance cutage on that date and that Quad Cities Unit 2 was operating at 75% of its rated power levels. There were no abnorral occurrences or releases of concentrations of airborne radioactive raterials, t

From her description of the instrument it appears that the radiation i
j detection instrunent which Ms. Ashley possesses is not designed for determining concentrations of airborne raterials, but rather, it is a device decirned to varn personnel of unexpected excess levels of ex-tcrnal radiation. Uithout exanining the instrument or having been present on June 9 ue cannot state why the instrunent recponded as it did - it could have been a nalfunction or an increase in external radiation levcis. Uc can only assure Ms. Ashley that the response was not t.he result of a release of radioactive catcrial from the Quad Citics

We have reviewed the letter dated June 12, 1974, from Ma. Joanne Ashley and have the following coments.

There were no abnormal occurrences or releases of concentrations of airborne radioactive naterials.
From her description of the instrunent it appears that rhe radiation detcetion instrument which Ms. Ashicy possensen is not designed for determining concentrations of airborne materials, but rather, it is a device designed to warn personnel of unexpected excess IcVels of ex-ternal radi'atien. Without exanining the instrument or having been present on June 9 ve cannot state uhy the instrument responded as it did - it could have been a malfunction or an increase in external radiation levels. Ue can only assure Ms. Ashley that the response was not the result of a release of radioactive natorial froci the Quad Cities station. In addition, we are not aware of any unusual release of air-l borne radioactive material fron any other licensed nuclear power station during the period in question.
