ATTACHMENT B Safety Evaluation Proposed Change Request No. 96 amends the Beaver Valley Power Station, Unit No. 1 Technical Specifications, Appendix A concerning the interim Offsite organization.

Description and Purpose of Change Figure 6.2-1, Offsite Organization, has been revised to reflect the interim titles changes and reporting assignments due to a management reorganization.

'Ihis reorganization consolidates the nuclear portion of the cmpany under a single management position.

Quality Assurance and Quality Control are now under the responsibility of the Manager, Quality Assurance.

The Manager, Quality Assurance now reports to the same Iranagement level as the General Manager, Nuclear Operations and will continue to provide for the organizational freedan necessary for the QA program to operate in accordance with the requirements of 10CFR50 Appendix B.

The titles of all the positions reporting to the General Managers have not been determined at this time.

The General Manager, Nuclear Engineering and Construction is responsible for the areas of Nuclear Engineering, Nuclear Construction, and Nuclear Engineering and Construction Support Services. The General Manager, Nuclear Operations is responsible for the areas of Opera-tion, Maintenance, Technical Services and Planning and Scheduling.

The General Manager, Nuclear Services is responsible for the areas of Licensing and Compliance, Radiological Operations, Environmental and Radiological Safety, Personnel Administration including Fire and Safety, coordination of the Offsite Peview Carmittee, Analytical Services, Training, Administrative Services, Budget, and Security.

A position responsible for the area of Special Projects will report directly to the Vice President, Nuclear Group.

The organizational changes are all administrative in nature and have no safety significance.

Conclusion All of the interim changes are administrative in nature and do not involve physical change to any plant safety-related systems, umwents or.

structures, will not increase the likelihood of a malfunction of safety-related equignent, increase the consequences of an accident previously analyzed, nor create the possibility of a malfunction different than previously evaluated in the UFSAR.

The UFSAR Section 12.1 and Apoendix A will require modification to incorporate the reorganization changes.

Based on the considerations above, the proposed administrative changes have been determined to be safe and do not involve an unreviewd safety question.
