Description of Particular Event or Circumstance:

The annual average gaseous release rate limit for iodine-131 (0.054 uCi/sec) was exceeded by a factor of about 3 for a period of about 17 hours1.967593e-4 days <br />0.00472 hours <br />2.810847e-5 weeks <br />6.4685e-6 months <br /> during the period 11:15 pm, September 27, 1971 to 4:20 pm, September 28, 1971.

A high boron concentration in vaste liquid being processed in the waste recycle concentrator required draining about 100 gallons through the floor drain system of the auxiliary building to the waste holdup tank (WHUT); drains were flushed with domineralized water during this operation. Iodine concentration in the vaste water was in the range of 0.5 to 1.0 uCi/ml.

,The plant has continuous monitoring for iodine on the plant vent

!but at no time during this period did the monitor indicate that Irelease rates were being exceeded. However, subsequent laboratory f analysis of charcoal sampling cartridges from the plant vent monitor disclosed that the licensed release rates for icdine-131 had been exceeded during the period indicated.

No other releases of gaseous activity took place during the period of the occurrence.

Action by Licensee:

The following summarizes the results of the licensee's evaluation of the occurrence:

1.

The iodine evidently evolved from the liquid during the process of draining the 100 gallons of water through the floor drain system to the WHUT.

2.

Exposure to plant personnel did not occur; air monitoring in the area of the auxiliary building showed the highest concentra-tion to be about 2.7 x 10-8 uCi/cc (MPC = 9 x 10-9 uci/cc);

personnel were wearing respiratory protection; there was no evidence of personal contamination from routine surveys.

No off-site hazard was present by the occurrence; wind direction was from the south carrying the effluent over the lake; speed was in the range of 5 to 10 knots.

4.

Floor drains in the auxiliary building were further flushed with demiteralized water to ensure that the remaining portions of the waste water was renoved to the WHUT. The WHUT vent and area is vented through a charcoal filter system.

5.

Operating procedures have been reviewed and modified to prevent future occurrences of this nature.

6.

The discrepancy of low monitor reading versus laboratory analysis of monitor filters is being evaluated.

The occurrence will be reported in writing, within 10 days, to DRL in accordance with Section 6.6.2 of the Technical Specifications.
