UNPLANNED RELEASE OF GASE0US IODINE FROM THE PLANT VENT l

The attached inquiry report relating to an unplanned release of iodine from the plant vent is forwarded for information. Attached also for appropriate distribution are the original and three copies of the licensee's TWX report of this event.

Note that while the TWX report indicates that the release was in excess of Technical Specification 3.9.2.2, which states that the maximum release rate over any 15 minutes shall not exceed ten times the yearly average limit, concentrations from about 8-hour sample periods were i

used to determine the actual release rate. Therefore, the report or j

TWX should more correctly read "may have been in excess of Technical Specification limit 3.9.2.2".

The licensee is aware of this and said the ten day written report to DRL would use this terminology.

} To summarize the release in the more familiar terms of stack concentra-tions: The; period of release was from 11:15 pm September 27, 1971, to 4:20 pm September 28, 1971. A charcoal cartridge from the plant vent monitor, covering the period 11:15 pm September 27 to 8:00 am September 28, showed an average concentration in the vent of about 2.1 x 10-9 uCi/ce; another covering the period 8:00 am September 28, 1971 to 4:20 pm September 28, 1971 showed an average concentration of about 3.3 x 10-9 uCi/cc. These can be compared to the Technical Specification limit of 1.4 x 10-9 uCi/cc which is the annual average uCi/sec converted to terms of stack concentration (the MPC for iodine-131 is 1/700 x 10-10, X/Q is 5

3.8 x 10, and stack flow is about 4 x 107 cc/sec).

The iodine monitor consists of a "Cesco" charcoal cartridge, sodium-iodide detector biased to read the prominent gamma peak of iodine, a rate-of-rise readout, and samples at a rate of about 5 cfm. The 9304150070 711006 DR ADOCK 05000244 PDR 1 4646 Copy sent PDR

. alarm or action point is reportedly set at a rate-of-rise equivalent to the licensed release rate. As this type of continuous monitor is fairly difficult to calibrate, and iodine releases have been a con-tinuing problem at Ginna, this matter will be reviewed in detail during the next routine inspection of the facility, scheduled for October 1971.
