The cause of failure of the Core Spray System snubber was a loss of the hydraulic fluid.
This snubber has not been rebuilt since April 1973 and probably has never been rebuilt. The type of seal material in this unit is of the millabic r,un 1)olyure-thane or cast polyurethane type.
ANALYSIS OF The safety significance of this occurrence was a partial loss OCCllRRiiNCE :
of the seismic rest raining ability for the affected system.
Ilad the plant suffered a design basis earthquake, the probability t h at this system would have suffered structural damage was in-creased.
