M14E '11LE POI'iT 1 - IrlFOR!'ATION REQUIRED PRIOR TO RESTART I

As you knov., Nine Mile Point I has been in an extended outage since y -

l'. arch 19L2 to repair anu replace safe end aozzles and recirculation system pi pi nc;.

During discussions with the licensee, we have at times requested that certain infomation pertaining to this effort be provided to us.

Based on a February 25, IN2 discussion between W. Hazelton, Materials Engineering Branch, (f4TEB), and J. Hegner, Operating Reactors Branch #2, (ORO#2), we believe this inforration consists of:

1) a stress reanalysis r the recirculation systen piping; 2) inforration pertaining to the orepair of the No.15 nozzle safe end (documented in our Decenber 27,19L2 letter to the licensee); ano 3) the results of the licensee's evaluation and exaninations conducted on the Laterials and componer.cs removed from service.

The licensee is currently estimating plant restart as early as June 1963, and has recuested that we specifically identify the infantation we will require then to subnit prior to resuming plant operations.

It is our understanding that with respect to MTEB's area of review, the Nine Mile Point I restart is contingent upon our review and acceptance of items 1 and 2 above; Iter 3 is for a lonc-tem review and does not fom part of the basis for resuming safe operations. We would appreciate it if you would confirm whether this under-standins is correct as soon as possible.

In addition, since our approval is necessary prior to plant restart, we would aptr?ciate your assurance that sufficient resources are available to conduct a timely review of the licensee's submittals and issue a Safe ty Lvaluation.

Mr. hazelton estimated that a thirty day review period Please confim this infomation so that we may infort. the was necessary.

licensee of the date by whicr. we will require the infomation to be sutcitteo in oroer to assure that there is no adverse impact on plant restart.

..e a;mreci ste your assistance in this matter.
